Your child is a competent swimmer and you want them to go further. Or you are an adult who wants a recognised water rescue qualification. Or you are simply trying to figure out what SLSS actually is and whether it is the right programme for your family.
The Singapore Life Saving Society is Singapore’s national body for lifesaving sport and water safety education. Its certifications run from introductory programmes for young beginners all the way to professional Pool Lifeguard qualifications. JustSwim is an SLSS-affiliated training centre, and this guide covers every level in the pathway, what each one involves, and who it is for.
What Is the Singapore Life Saving Society (SLSS)?
The Singapore Life Saving Society (SLSS) is the national governing body for lifesaving sport and water safety education in Singapore. Established to promote aquatic safety and develop lifesaving skills across the population, SLSS accredits training providers, sets certification standards, and oversees lifesaving competitions in Singapore.
An SLSS certification is not a recreational badge. It is a nationally recognised qualification that demonstrates real competency in water safety, rescue techniques, and resuscitation. Each level is progressive and builds directly on the one before it, creating a structured pathway from complete beginner to professional lifeguard.
The SLSS Certification Pathway

Here is the full SLSS pathway in order, from entry level to professional qualification:
| Level | Who It Is For |
| Aquapak 1 | Young beginners with no prior swimming experience |
| Aquapak 2 | Children who have completed Aquapak 1 |
| Lifesaving 1 | Swimmers who have completed Aquapak 2 |
| Lifesaving 2 | Swimmers who have completed Lifesaving 1 |
| Lifesaving 3 | Swimmers who have completed Lifesaving 2 |
| Bronze Medallion | Swimmers who have completed Lifesaving 3 |
| Bronze Cross | Bronze Medallion holders |
| Award of Merit | Bronze Cross holders |
| Pool Lifeguard | Award of Merit holders seeking employment as a lifeguard |
| Open Water Lifeguard | Advanced lifeguard qualification for open water environments |
| Instructor qualifications | Qualified swimmers pursuing a coaching or teaching pathway |
Every level has prerequisites. You cannot skip levels. The depth of skill at each stage is the foundation for the one above it.
SLSS Aquapak (Levels 1 and 2)
Aquapak is the entry point to the entire SLSS system. Designed for young children who may never have been in a pool before, it focuses on building water confidence and foundational survival skills before lifesaving techniques are introduced.
Aquapak 1 covers water entry and exit, floating, basic propulsion, and submerging. The goal is to make the child comfortable and safe in the water. No previous experience is required.
Aquapak 2 builds on Aquapak 1 and introduces survival swimming concepts, treading water, and a basic survival sequence. By the end of Aquapak 2, the child has the foundation to enter the Lifesaving programme.
JustSwim offers both Aquapak levels. See our Aquapak swimming course in Singapore page for class details and upcoming intakes.
SLSS Lifesaving 1, 2, and 3

The Lifesaving programme is where water safety skills begin to take on a more structured, technique-driven focus. Across three levels, swimmers develop the stroke efficiency, endurance, and surface rescue skills that underpin the higher SLSS certifications.
Lifesaving 1 introduces the concept of personal survival: what to do when you are in difficulty in the water yourself. Core skills include survival backstroke, treading water for extended periods, and clothed swimming.
Lifesaving 2 introduces assisting others. Swimmers learn to perform reaching assists, throwing assists, and basic towing techniques. Water entry and exit with a casualty is introduced.
Lifesaving 3 prepares the swimmer for Bronze Medallion. More complex rescue scenarios are introduced, resuscitation skills are reinforced, and the swimmer’s technique and fitness are developed to the level required for Bronze Medallion assessment.
SLSS Bronze Medallion
Bronze Medallion is one of the most recognised milestones in the SLSS pathway. It is the first level where a swimmer can begin to consider employment or voluntary roles in an aquatic safety context.
At Bronze Medallion level, swimmers are assessed on:
- Deep water rescues using contact and non-contact techniques
- Towing and carrying a casualty
- CPR and resuscitation
- Dealing with a panicking casualty
- Endurance and efficiency over distance
Who it is for: Swimmers who have completed Lifesaving 3 and are ready to pursue a more advanced and formally assessed level of lifesaving competency. Bronze Medallion is also a prerequisite for many Pool Lifeguard programmes.
SLSS Bronze Cross
Bronze Cross is the level above Bronze Medallion. It introduces more complex, multi-casualty rescue scenarios and more advanced first aid and resuscitation protocols.
Who it is for: Bronze Medallion holders who want to continue advancing their lifesaving skills and are working toward the Award of Merit or Pool Lifeguard qualification.
SLSS Award of Merit
The Award of Merit is a senior SLSS qualification that combines advanced rescue techniques with comprehensive first aid. It is held by lifesavers who are involved in coaching, competition, or senior volunteer roles within the SLSS system.
Who it is for: Bronze Cross holders with significant lifesaving experience who are progressing toward the Pool Lifeguard qualification or a leadership role within the lifesaving community.
Pool Lifeguard and Open Water Lifeguard

The Pool Lifeguard qualification is the employment-ready certification for individuals seeking to work as a professional lifeguard at a Singapore swimming pool or aquatic facility.
Pool Lifeguard: Covers poolside surveillance, emergency response, rescue techniques specific to pool environments, and CPR and first aid at the professional level. This qualification is required by most operators of public and commercial pools in Singapore.
Open Water Lifeguard: The equivalent qualification for lifeguards operating in beaches, reservoirs, and open water environments. It involves additional skills around open water hazards, surf conditions, and extended search and rescue scenarios.
Who these are for: Individuals who want to work as lifeguards in Singapore, whether in commercial pools, ActiveSG facilities, or open water recreational areas.
SLSS Instructor Qualifications
For swimmers who have achieved a high level within the SLSS pathway and want to pass their skills on, SLSS offers instructor-level qualifications. These allow qualified individuals to teach and assess SLSS programmes at affiliated clubs and schools.
Who this is for: Coaches, teachers, and advanced swimmers who want to contribute to water safety education in Singapore.
